Road freight between Turkey and Syria is undergoing a significant transformation in 2026, driven by a string of new regulations on both sides of the border. A trade corridor that had been operating under heavy restrictions for years is being revived, opening fresh opportunities for regional supply chains.

2026 Customs Tariff and Trade Regulation Changes

New customs tariffs issued under Syrian Presidential Decree No. 2026/109 took effect on 1 June 2026, bringing notable changes to how imported goods are taxed. Duty rates generally range from 0% to 5% depending on the product category, though additional levies have been introduced on certain items. On the Turkish side, a new circular from the Ministry of Trade lifted the restriction lists that previously applied to exports and transit shipments to Syria through the Turkish customs territory; goods moving through the border crossings into Syria are now subject to the same conditions as shipments to any other country. This shift is expected to accelerate the growth of bilateral trade volumes carried by road.

Border Crossing Developments: Cilvegozu and Akcakale

One of the clearest signs of these changes is visible at the border crossings themselves. The Cilvegozu crossing in Hatay remains one of the busiest gateways into Syria, playing a key role in both commercial freight and humanitarian aid shipments. The Akcakale crossing in Sanliurfa reopened for passport-based crossings on 12 May 2026 under instructions from the Ministry of Interior, adding further capacity and route diversity for the region.

The Turkey-Saudi Arabia Land Corridor and Regional Impact

The importance of road routes through Syria extends beyond bilateral trade. A Joint Action Plan signed between Turkey and Saudi Arabia on 28 June 2026 aims to develop land transit corridors connecting Turkey to the countries of the Gulf. Since much of this corridor runs through Syrian territory, improvements in security and infrastructure there could open up a faster, alternative overland route linking Turkey to Gulf markets.
