1) Chargeable weight example

Air freight (divisor 6000): a crate measuring 100 × 80 × 90 cm with an actual weight of 95 kg has a volume of 720,000 cm³, so volumetric weight is 720,000 ÷ 6000 = 120 kg. Because 120 kg exceeds 95 kg, chargeable weight is 120 kg. Using the market indication of USD 6/kg only to show the logic: 120 × 6 = USD 720 (excluding fuel and surcharges).

Courier/express (divisor 5000): a 50 × 40 × 30 cm parcel with an actual weight of 8 kg has volumetric weight of 60,000 ÷ 5000 = 12 kg, so chargeable weight is 12 kg. We do not publish a courier/express per-kg rate for Libya; pricing is quoted per shipment.

2) Misrata container freight example

If the cargo fills one 20DC, average freight is about USD 750; in a 40DC/HQ it is about USD 1,100. Sending the same cargo in one 40HQ instead of two 20DCs means USD 1,100 instead of USD 1,500 on these averages, but consider weight and volume limits and extra charges (port, terminal, inland haulage, insurance). 3) Libya duties and charges (landed cost) example

According to the sources, Libyan customs duties were abolished in 2005 except on tobacco products; most imported goods carry a service fee of about 5% and additional dues of about 0.5%, and there is no VAT system. For a cargo with a CIF value of USD 20,000 that is not subject to special taxes: the 5% service fee is USD 1,000 and the 0.5% additional dues are USD 100, a total of about USD 1,100 (about 5.5%). These rates come from secondary sources rather than the official customs authority (Lloyds Bank Trade, August 2026); confirm current practice for your product with a customs broker in Libya or with Dexpell.

ECTN / ACI certificate

For ocean shipments to Libya, an ECTN (ACI) is reported as mandatory, and it must be obtained and recorded on the Bill of Lading before the vessel leaves the loading port. Missing it risks penalties, detention and demurrage. Dexpell builds this document flow into the shipment plan.

Banking channel rule (September 30, 2026)

As reported by Libya Herald, under Decision 449/2026 of the Libyan Ministry of Economy and Trade, from September 30, 2026 importing goods for trade outside official banking channels is banned; there are exceptions for small traders within annual limits and transitional provisions, and documents proving the actual value are required before customs clearance.
