Courier and express shipping from Turkey to Canada: courier vs air freight, price and transit factors, the CAD 20 threshold, GST/HST, CARM registration, and shipping samples, commercial goods and documents.

How to Send Express Courier Shipments from Turkey to Canada

The fastest practical way to ship from Turkey to Canada is a door-to-door international courier (express) service: your parcel is collected at your address in Turkey, flown from Istanbul to Toronto (YYZ), Montreal (YUL) or Vancouver (YVR), cleared by the Canada Border Services Agency (CBSA) and delivered to the consignee's door. Because Canada's duty and tax relief threshold for shipments from Turkey is only CAD 20, GST/HST applies to almost every parcel, including samples. This guide covers which shipments go by courier or air freight, what drives price and transit time, CBSA rules, the CARM system that became fully mandatory in 2026, and what to watch for with samples, commercial goods and documents.

If you already know your parcel's dimensions, weight and Canadian destination, Dexpell.ai Chat can tell you the right service and a realistic delivery window in a few minutes: https://www.dexpell.ai/chat?utm_source=organic&utm_medium=blog&utm_campaign=canada_courier

What Can You Ship from Turkey to Canada?

Express shipments from Turkey to Canada fall into four main groups: commercial samples (apparel, home textiles, rugs, furniture and lighting components, non-food packaging samples), small commercial lots and e-commerce orders (goods for retailers and Amazon.ca sellers in Toronto, Montreal and Vancouver, spare parts, machine components), documents (contracts, tender files, immigration and visa paperwork, apostilled documents) and personal parcels for the Turkish community in Canada. Canada and Turkey have no free trade agreement, so Turkish-origin goods are assessed at Canada's Most-Favoured-Nation (MFN) tariff rates, which makes the correct HS code and a realistic declared value central to your landed cost.

Courier or Air Freight to Canada?

Courier (express) service is built for documents, samples, small parcels, spare parts, urgent shipments, e-commerce goods and small commercial lots. Pickup, flight, CBSA clearance and final delivery move under one transport document, and couriers can clear shipments valued up to CAD 3,300 through CBSA's Courier Low Value Shipment (CLVS) program using a simplified process. Air freight is designed for palletized cargo, high gross weight, large volumes and regular commercial shipments; it can be booked airport-to-airport, door-to-airport or door-to-door, with Canadian import clearance handled separately through a customs broker.

A practical rule: a few boxes, a few dozen kilos in total and a value under CAD 3,300 point to courier; hundreds of kilos, pallets or oversized pieces point to air freight, which is more economical and controlled at that scale. If you're not sure which fits, describe dimensions, weight, product and route in Dexpell.ai Chat and your shipment will be routed to the right service.

What Determines Transit Time from Turkey to Canada?

Three things drive transit time on this lane: flight connection, CBSA clearance and domestic delivery inside Canada. Turkish Airlines flies nonstop from Istanbul to Toronto, Montreal and Vancouver; from July 2026 Toronto moved to seven weekly flights and Montreal and Vancouver to four weekly flights each, and the belly capacity on these flights carries courier and air freight shipments. Canada's size matters too: a parcel landing in Toronto or Montreal still needs a road or domestic air connection to reach Calgary, Edmonton or Halifax, and addresses in Yukon, Nunavut and other northern areas take noticeably longer and carry remote-area surcharges.

The most common causes of customs delay are vague product descriptions, unrealistic declared values, a commercial consignee without CARM registration, CFIA or Health Canada checks on food, cosmetics or supplements, and a consignee who can't be reached to pay taxes. The November–December holiday peak also adds days. That's why a realistic window for your specific shipment is more useful than a fixed promise.

How Is the Price of Shipping to Canada Calculated?

Courier and air freight charges to Canada are based on chargeable weight, which is the greater of actual weight and volumetric weight. Volumetric weight is usually length x width x height (cm) / 5000 for courier and / 6000 for air freight, so a light but bulky box (such as cushions or home-textile samples) is billed on more than its actual kilos. Other price factors include the pickup city in Turkey, destination province and postal code in Canada, service level (express, economy express, air freight), fuel surcharge, security screening fee, remote-area surcharge, dangerous-goods surcharges such as for lithium batteries, customs clearance fees, disbursement fees for duties and taxes paid on the consignee's behalf, and optional insurance.

Taxes are a major part of the landed cost in Canada: customs duty is charged at the MFN rate and GST/HST is calculated on the value for duty plus duty. Two parcels of the same weight can therefore cost very different amounts at the door depending on product and province, which is why we don't publish a fixed rate card here. To get pricing and transit time for your own shipment, share your dimensions and the Canadian postal code in Dexpell.ai Chat: https://www.dexpell.ai/chat?utm_source=organic&utm_medium=blog&utm_campaign=canada_courier

Canada Customs Rules (CBSA)

CBSA controls every commercial shipment entering Canada, and these are the key rules to know. First, the relief threshold: for courier and mail shipments from countries other than the US and Mexico, duty and tax relief applies only up to CAD 20; the higher CAD 150/40 CUSMA thresholds do not apply to shipments from Turkey. Second, taxes: the federal GST rate is 5%; provinces that use HST charge a combined rate (for example 13% in Ontario), while provincial sales tax in provinces such as British Columbia or Quebec may be collected through separate mechanisms. Third, duty: with no FTA, MFN rates apply to Turkish goods; many industrial products are duty-free or low-duty, while apparel and some textiles carry considerably higher rates.

Fourth, CARM: under CBSA's Assessment and Revenue Management system, Canadian businesses importing commercial goods need a 9-digit Business Number (BN), an import-export program account and a CARM Client Portal registration. Since January 1, 2026 a customs broker's own BN can no longer be used to account for commercial goods on an importer's behalf, and importers using Release Prior to Payment must post their own financial security. In practice, your Canadian commercial buyer should have this registration in place before you ship. Canada has also applied tariff-rate quotas with over-quota surtaxes to certain steel products from non-FTA countries since 2025, so confirm the current position for steel-containing goods before shipping. Rates and thresholds can change, so we recommend confirming the current rules for your ship date through Dexpell.ai Chat.

Sending Samples to Canada

Samples are also subject to customs declaration in Canada, and because of the low CAD 20 threshold most samples attract GST/HST. Declaring "no commercial value" with a zero value leads to CBSA queries and delay; the right approach is to add "Sample – not for resale, value for customs purposes only" to the invoice with a realistic unit value. For textile samples, include fibre composition, knit/woven construction and quantity; for other goods, include material and intended use. Keep in mind that textiles and consumer products sold at retail in Canada must follow bilingual English-French labelling rules; this won't stop a sample, but labels should be ready before your first commercial shipment.

Commercial Shipments and the Commercial Invoice

The core documents for a commercial shipment to Canada are a complete commercial invoice or an invoice containing the same data as the Canada Customs Invoice (shipper and consignee names and addresses, the consignee's BN, detailed product description, HS code, quantity, unit price, total value, currency, country of origin and Incoterms), a packing list and any product-specific permits. Agree upfront whether delivery is DAP (the consignee pays duties and taxes) or DDP (duties and taxes paid on the shipper's behalf); this avoids holds at customs for consignees without CARM registration or who don't want to pay at the door. On the Turkish side, shipments up to 300 kg and EUR 15,000 can be declared under the micro-export ETGB procedure, which helps e-exporters with VAT refunds and speed.

Sending Documents to Canada

Documents with no commercial value (contracts, bank correspondence, tender files, diplomas, apostilled papers, immigration application documents) travel to Canada with "document" status and incur no taxes. Adding a USB stick, business-card boxes, catalogue stock or a small sample turns the envelope into a parcel that must be declared. For time-sensitive items such as IRCC or consulate submissions, a complete consignee name and a correct Canadian postal code (A1A 1A1 format) speed up delivery.

Prohibited and Restricted Items for Canada

Items that cannot be sent to Canada by courier include firearms and parts, prohibited weapons, narcotics, counterfeit goods, CITES-listed species and dangerous goods. Meat, dairy, seeds, plants and soil-containing products are subject to CFIA permits and inspection; medicines, natural health products and some cosmetics fall under Health Canada rules. Alcohol and tobacco face strict provincial rules and additional taxes. Devices with lithium batteries, aerosols, perfume and nail polish require dangerous-goods packaging and declaration for air transport. If you're unsure whether your product falls into one of these groups, ask Dexpell.ai Chat before you ship.

Information Needed to Ship from Turkey to Canada

To prepare a price and transit estimate for Canada we need: pickup city and postcode in Turkey, destination city, province and postal code in Canada, number of packages, dimensions and gross weight of each, product description and HS code if known, declared value and currency, ready date, whether the consignee is a business or an individual, and the Business Number (BN) for commercial consignees. Deciding DAP or DDP at the start prevents lost days at customs.

Frequently Asked Questions

How long does courier shipping from Turkey to Canada take?

With nonstop flights from Istanbul to Toronto, Montreal and Vancouver, express shipments to these cities are usually delivered within a few business days. Parcels to inland and northern regions, or those held for customs inspection, take longer; an exact estimate depends on the shipment.

Is there a duty-free threshold for parcels to Canada?

For courier and mail shipments from Turkey the relief threshold is only CAD 20. Above that, GST/HST and any applicable duty are collected; the CAD 150/40 thresholds for the US and Mexico don't apply to Turkey.

What taxes are paid on imports into Canada?

MFN customs duty based on the product's HS code, plus 5% GST or the provincial HST rate calculated on the value for duty plus duty. Some provinces collect provincial sales tax separately, and alcohol and tobacco carry additional taxes.

Does my Canadian buyer need CARM registration?

Canadian businesses importing commercial goods need a Business Number, an import program account and a CARM Client Portal registration. Since 2026 a broker's BN can no longer be used on the importer's behalf, so registration should be completed before shipping.

Is there a free trade agreement between Turkey and Canada?

No, there is no FTA, so Turkish-origin goods are assessed at Canada's MFN rates. Preferential origin documents such as A.TR or EUR.1 therefore don't provide a duty benefit in Canada.

How should I declare the value of samples sent to Canada?

Declare a realistic unit value and add "Sample – not for resale" to the invoice. A zero value triggers CBSA queries, and since samples above CAD 20 attract GST/HST, decide on DAP or DDP in advance.

Can I ship DDP to Canada?

Yes, courier shipments can be delivered with duties and taxes paid on the shipper's behalf so the consignee pays nothing at the door. This is especially useful for e-commerce and private consignees, reducing delays and refused deliveries.

Should I choose courier or air freight?

Courier suits a few boxes, low total weight and urgent delivery; air freight suits pallets, hundreds of kilos or large volumes. If you can't decide, enter dimensions, weight and product in Dexpell.ai Chat and we'll recommend the right service.
