Algeria has tightened import controls in recent years. The main changes reported by law firms and trade sources are below; confirm the official texts with your buyer and customs broker.

ALGEX restructuring: ALGEX, which previously issued certificates confirming goods were unavailable locally, had its functions transferred by decrees published in September 2025 to a new import body under the Ministry of Foreign Trade (Organisme algérien de l'importation) and a separate export body.

Import forecast program: Algerian importers must submit an import forecast program (programme prévisionnel d'importation) endorsed by the Ministry of Foreign Trade as a prerequisite for bank domiciliation and opening letters of credit.

Bank domiciliation: Imports must be domiciled with a bank in Algeria. In 2026 the Bank of Algeria reportedly instructed banks that domiciliation must be completed before the foreign supplier ships the goods.

Service imports: According to some advisers, prior authorization is required for service imports from 2026, which may affect freight charges shown on the invoice; review your Incoterm choice with your buyer with this in mind.

In practice: do not load the container until your Algerian buyer has sent you the domiciliation details and related approvals. Otherwise the cargo may not clear at the Algerian port, and waiting costs can quickly exceed the freight itself.
