Courier and express shipping from Turkey to Italy: courier vs air freight, price and transit factors, A.TR duty-free treatment, 22% VAT, the 2026 EUR 3 and EUR 2 rules, and shipping samples, goods and documents.

How to Send Express Courier Shipments from Turkey to Italy

The most practical way to ship quickly from Turkey to Italy is a door-to-door international courier (express) service: your parcel is collected at your address in Turkey, flown from Istanbul to Italy, mainly via Milan Malpensa (MXP) and Rome Fiumicino (FCO), cleared by Italian customs (Agenzia delle Dogane e dei Monopoli – ADM) and delivered to the consignee. Because Italy is an EU member, the Turkey–EU Customs Union lets industrial goods in free circulation enter duty-free with an A.TR movement certificate; however, 22% VAT (IVA) applies to every import, and new EU and Italian rules for low-value shipments arrived in 2026. This guide covers courier vs air freight, price and transit-time drivers, Italian customs rules and what to watch for with samples, commercial goods and documents.

What Can You Ship from Turkey to Italy?

Italy is both a customer and a production partner for Turkish textile, apparel, leather, footwear, automotive supplier and machinery sectors, so most express traffic on this lane is B2B. Typical shipments include fabric, trim and garment samples (especially to fashion houses in Milan and the Florence/Prato district), leather and footwear prototypes, automotive and machinery spare parts (to industrial areas around Turin, Bologna and Emilia-Romagna), e-commerce orders, tender and contract documents, and personal parcels to recipients in Italy.

Courier or Air Freight to Italy?

Courier (express) service suits documents, samples, small parcels, spare parts, urgent shipments, e-commerce goods and small commercial lots. Pickup, flight, Italian customs clearance and delivery run under one transport document. Air freight is used for palletized cargo, high weight, large volumes and regular commercial shipments; it can be booked airport-to-airport, door-to-airport or door-to-door, with Italian import clearance handled as a separate step. For heavier, less urgent loads, road freight via the Turkey–Trieste Ro-Ro line is also a strong alternative.

A practical rule: a few boxes and a few dozen kilos point to courier; hundreds of kilos, pallets or long/bulky pieces point to air freight, which is more economical and controlled at that scale. If you're not sure, describe dimensions, weight, product and route in Dexpell.ai Chat.

What Determines Transit Time from Turkey to Italy?

Flight connection, customs clearance and domestic delivery determine transit time on this lane. Turkish Airlines flies nonstop from Istanbul to nine Italian cities: Milan, Rome, Bologna, Venice, Turin, Naples, Bari, Catania and Palermo. Milan Malpensa, Italy's largest cargo airport, and Rome Fiumicino are the main gateways for courier and air freight; with a flight time of around two and a half hours, clearance and delivery are what really set the timeline. Industrial areas in northern Italy are usually served quickly, while Sicily, Sardinia, small islands and the Venice lagoon may add days and surcharges.

The most common causes of delay are vague product descriptions, unrealistic declared values, missing EORI, codice fiscale or partita IVA details for the consignee, incorrectly completed A.TR certificates, and products such as food or cosmetics that need extra checks. Italy's August holiday period (Ferragosto) and the year-end peak also affect delivery times, so a realistic window for your specific shipment is more useful than a fixed date.

How Is the Price of Shipping to Italy Calculated?

Courier and air freight prices to Italy are based on the greater of actual weight and volumetric weight. Volumetric weight is usually length x width x height (cm) / 5000 for courier and / 6000 for air freight, so light but bulky fabric rolls and shoe boxes may be billed above their actual kilos. Other price factors include the pickup city, the destination region and CAP (postcode) in Italy, service level, fuel surcharge, security screening fee, island and remote-area surcharges, dangerous-goods surcharges, customs clearance fees, disbursement fees for taxes paid on the consignee's behalf and optional insurance.

Italian VAT and the new 2026 low-value shipment charges also add to the landed cost, so two parcels of the same weight can cost very different amounts at the door depending on product and delivery terms. That's why there's no fixed rate card on this page. For pricing and transit time on your own shipment, enter your dimensions and Italian CAP in Dexpell.ai Chat: https://www.dexpell.ai/chat?utm_source=organic&utm_medium=blog&utm_campaign=italy_courier

Italy Customs Rules

Key rules for shipments to Italy: Customs Union — industrial goods produced in Turkey or in free circulation there enter the EU without customs duty when accompanied by an A.TR movement certificate; agricultural products are outside the Customs Union, and some need EUR.1 for preferential rates. VAT — Italy's standard VAT (IVA) rate is 22%, with reduced rates of 10%, 5% or 4% for certain goods; since 2021 the EU has had no VAT exemption for low-value consignments, and VAT on B2C sales up to EUR 150 can be collected at the point of sale through IOSS.

2026 changes — the EU removed the customs duty relief for consignments under EUR 150 on July 1, 2026 and introduced a temporary flat EUR 3 duty per item (tariff line) on low-value distance sales to consumers until July 1, 2028; product identifier (PID) data becomes mandatory from November 1, 2026. Italy's 2026 Budget Law also introduced a EUR 2 customs administrative contribution for each shipment from outside the EU with a declared value of up to EUR 150; according to ADM guidance it applies to B2C, B2B and private-to-private shipments alike. Its start date has been postponed several times and a decree issued in September 2026 moved it to December 1, 2026. How these new rules interact with Customs Union treatment for Turkish-origin industrial goods, and whether dates change again, should be confirmed at the time of shipping; you can ask about this in Dexpell.ai Chat. All air and courier shipments to the EU also require an ICS2 pre-arrival safety and security declaration: https://www.dexpell.com/en/media/blog/ics2

Sending Samples to Italy

Italian customs expects a realistic declared value for samples too; a zero-value "free sample" declaration leads to queries and delay. The right approach is to add "Sample – not for resale, value for customs purposes only" to the invoice with a realistic unit value. Industrial samples with an A.TR pay no customs duty, but VAT is calculated. For fashion and textile samples, include fibre composition, quantity and colour/size; for leather and footwear, include materials. Italy is strict on misleading origin labels: putting "Made in Italy" or markings suggesting Italian origin on a product made in Turkey can lead to seizure, so make sure labels on contract-manufactured goods reflect the true origin.

Commercial Shipments and the Commercial Invoice

The core documents for a commercial shipment to Italy are a complete commercial invoice (shipper and consignee names and addresses, the consignee's EORI and partita IVA numbers, detailed product description, HS code, quantity, unit price, total value, currency, origin and Incoterms), a packing list, an A.TR movement certificate for duty-free treatment of industrial goods and any product-specific certificates. For private consignees, the codice fiscale is frequently requested during clearance. Agreeing DAP or DDP terms upfront avoids delays caused by payment at the door, especially for private recipients. On the Turkish side, shipments up to 300 kg and EUR 15,000 can be declared under the micro-export ETGB procedure.

Sending Documents to Italy

Documents with no commercial value (contracts, tender files, bank correspondence, apostilled papers, notarial documents, diplomas) travel to Italy with "document" status and incur no taxes. Adding samples, catalogue stock, a USB stick or promotional items turns the envelope into a parcel that must be declared. A complete address with the 5-digit CAP, the province code (e.g. MI, RM) and the full consignee name speeds up delivery. Note that Livigno and Campione d'Italia sit outside the EU VAT area, so tax treatment for those addresses may differ.

Prohibited and Restricted Items for Italy

Items that cannot be sent to Italy by courier include weapons and parts, narcotics, counterfeit goods (Italian customs and the Guardia di Finanza enforce brand protection strictly), CITES-listed species and dangerous goods. Under EU rules, shipments containing meat and dairy products are heavily restricted, and plants and seeds are subject to plant-health controls. Medicines fall under the Italian Medicines Agency (AIFA), and cosmetics for sale must comply with the EU Cosmetics Regulation. Lithium-battery devices, aerosols and perfume require dangerous-goods packaging and declaration for air transport. If you're unsure about your product, ask Dexpell.ai Chat before shipping.

Frequently Asked Questions

How long does courier shipping from Turkey to Italy take?

With nonstop flights from Istanbul to nine Italian cities, express shipments to hubs such as Milan and Rome are usually delivered within a few business days. Islands, remote areas, customs inspections and the August holiday period can extend this; an exact estimate depends on the shipment.

Is customs duty charged on goods shipped from Turkey to Italy?

Industrial goods produced in Turkey or in free circulation there pay no customs duty under the Customs Union when accompanied by an A.TR. Agricultural products are outside that scope, and VAT at 22% or a reduced rate is charged on all shipments.

What is Italy's EUR 2 shipment contribution?

Italy's 2026 Budget Law introduced a EUR 2 customs administrative contribution for each non-EU shipment with a declared value of up to EUR 150. Its start has been postponed several times and was most recently moved to December 1, 2026, so confirm the current status when you ship.

Does the EU's EUR 3 flat duty apply to my samples?

This temporary duty applies per item line to low-value distance sales to consumers under EUR 150 from July 1, 2026. B2B samples and commercial shipments are assessed under the normal customs rules; you can check which applies to your shipment in Dexpell.ai Chat.

Do I need an A.TR certificate for shipments to Italy?

An A.TR is needed to claim duty-free treatment for industrial goods and can be issued for courier shipments too. Without it, goods may be assessed at the EU's third-country duty rates.

Can I ship products labelled "Made in Italy"?

Putting "Made in Italy" or misleading Italian-origin markings on a product made in Turkey risks seizure and penalties in Italy. For contract manufacturing, make sure labels and packaging reflect the true origin.

Can I ship DDP to Italy?

Yes, VAT and any other charges can be paid on the shipper's behalf so the consignee pays nothing at the door. This reduces delays and refused deliveries, especially for e-commerce and private consignees.

Should I choose courier or air freight?

Courier suits a few boxes and urgent delivery; air freight suits pallets, hundreds of kilos or large volumes; road freight via Ro-Ro suits heavier, less urgent loads. If you can't decide, enter dimensions, weight and product in Dexpell.ai Chat.
