Courier and express shipping from Turkey to the USA: courier vs air freight, price and transit drivers, the end of the de minimis exemption, Section 301 duties, samples, commercial goods and documents.

How to Ship Courier and Express Parcels from Turkey to the USA

The most practical way to ship from Turkey to the United States is a door-to-door international courier (express) service: your shipment is collected in Istanbul, flown to a port of entry such as New York (JFK), Chicago (ORD), Los Angeles (LAX) or Miami (MIA), cleared by U.S. Customs and Border Protection (CBP) and delivered to the consignee. Pallets, heavy weight and high-volume commercial cargo are better served by air freight. On the U.S. side the rules changed substantially in 2025–2026: the USD 800 de minimis exemption has been suspended for all countries, and every shipment is now subject to entry and duty regardless of value. This guide covers which shipment types move to the USA and how, what drives price and transit time, the current U.S. customs rules, and what to watch for when sending samples, commercial goods and documents.

If you already know the weight, dimensions and destination state, you can get the right service and a realistic transit range for the USA in a few minutes via Dexpell.ai Chat: https://www.dexpell.ai/chat?utm_source=organic&utm_medium=blog&utm_campaign=usa_courier

What Can Be Shipped from Turkey to the USA?

Shipments from Turkey to the USA fall into four main groups: commercial samples (textiles and apparel, home textiles, leather and footwear, furniture and lighting components, ceramics and kitchenware), small commercial consignments (orders from brands selling on Amazon, Etsy or their own e-commerce sites, spare parts, machine components, promotional goods), documents (contracts, tender files, original invoices, notarised and consular papers) and personal parcels (gifts and personal effects sent to relatives in the USA). The USA is one of Turkey's largest export markets, and Dexpell's New Jersey warehousing and distribution set-up complements courier for brands that also need stock-holding and fulfilment inside the USA.

Courier or Air Freight?

Courier (express) is designed for documents, samples, small parcels, spare parts, urgent shipments, e-commerce orders and small commercial consignments. Collection, flight, U.S. import clearance and delivery run under a single transport document. Air freight suits palletised cargo, high gross weight, large volume and regular commercial flows; it is structured airport-to-airport, door-to-airport or door-to-door, with U.S. import clearance handled separately through a licensed customs broker.

There is one more practical threshold in the USA: shipments valued under USD 2,500 enter under a simplified (informal) entry, while shipments above that value require a formal entry, a customs bond and a customs broker. So a few cartons of modest value point to courier; pallets, hundreds of kilos or a high invoice value point to air freight with a formal entry. If you are not sure, describe the dimensions, weight, product and value in Dexpell.ai Chat.

What Determines Transit Time?

Three factors set transit time on the Turkey–USA lane: the flight connection, CBP clearance and the final delivery distance inside the USA. Turkish Airlines flies non-stop from Istanbul to many U.S. cities including New York, Chicago, Los Angeles, Miami, Houston, Boston, Atlanta and Washington, and Turkish Cargo also operates freighter services to New York and Atlanta. This wide network lets a shipment enter the USA at the airport closest to its destination region and shortens the domestic transfer.

On the customs side, because the end of de minimis means every shipment needs an HTS classification, value and origin declaration, an incomplete or vague commercial invoice is now the most common cause of delay. Other frequent causes are missing FDA notifications for regulated products (food, cosmetics, medical devices), a missing manufacturer identification code (MID) on textiles, and a consignee without a tax ID. Addresses in western and mountain states, the November–December shopping season and U.S. federal holidays can add days compared with the East Coast. Ask for a realistic range specific to your shipment rather than a fixed date.

How Is the Price Calculated?

Courier and air freight rates to the USA are calculated on chargeable weight, the greater of actual and volumetric weight. Volumetric weight for courier is typically length x width x height (cm) / 5000 and /6000 for air freight. Other price components: collection city and destination zone (New Jersey and a small town in Montana are not priced the same), service level (priority express, economy express, air freight), fuel surcharge, security screening fee, restricted or dangerous goods surcharges, U.S. entry filing and brokerage fees, CBP's per-shipment merchandise processing fee (MPF), the fee for duties advanced on behalf of the consignee, and cargo insurance if requested. The customs duty itself depends on the product's HTS code, the additional tariffs applied to Turkish-origin goods and the declared value.

This page does not show a fixed price list because two shipments on the same lane can differ substantially in cost depending on product, dimensions, value and delivery terms. For pricing, a duty estimate and transit specific to your consignment, share the dimensions, product and destination state in Dexpell.ai Chat: https://www.dexpell.ai/chat?utm_source=organic&utm_medium=blog&utm_campaign=usa_courier

U.S. Customs Rules

Import formalities in the USA are handled by U.S. Customs and Border Protection (CBP), and three major changes took effect in 2025–2026. First, the de minimis exemption that allowed duty-free, entry-free clearance for shipments under USD 800 was suspended for all countries on 29 August 2025 and, under CBP regulations effective 24 June 2026, indefinitely suspended for all modes of transport including post; every shipment now enters with an HTS classification, value and origin declaration and pays the applicable duties regardless of value. Second, the reciprocal tariffs imposed under IEEPA ended after the Supreme Court ruling of February 2026; the temporary 10 percent Section 122 tariff that replaced them expired on 24 July 2026, and on the same day an additional Section 301 duty of 10 to 12.5 percent took effect for roughly 60 economies including Turkey. Dexpell's detailed article on this measure is at https://www.dexpell.com/en/media/blog/abd-section-301-tarifesi-turkiye-2026. Third, product-based Section 232 tariffs on goods containing steel, aluminium and copper continue to apply separately.

There is no federal import VAT in the USA; state sales tax applies at the point of sale, not at import. Instead, every shipment pays the regular customs duty (HTS rate), any Section 301/232 additional duties and CBP's processing fee. Shipments under USD 2,500 are processed as informal entries; above that value a formal entry, a customs bond and a licensed customs broker are required. Non-commercial gifts to private individuals may qualify for relief up to USD 100, but in the post-de-minimis environment the application of this relief varies by carrier and entry type and should be confirmed before shipping. Because all of these rules changed more than once during 2026, confirm the rules applicable on your shipping date via Dexpell.ai Chat.

Sample Shipments

With de minimis gone, samples to the USA are also subject to entry and duty; marking "no commercial value" with a zero value puts the shipment into inspection and delays it. The correct practice is to state "Sample – not for resale, value for customs purposes only" and declare a realistic unit value. The U.S. tariff schedule provides duty-free entry for samples sent solely to solicit orders that are marked, torn, perforated or otherwise made unsuitable for sale (the HTS 9811 provisions), but this requires the sample to be physically mutilated and is subject to CBP's assessment. Textile samples should state fibre content, the manufacturer identification code and quantity; food samples require FDA Prior Notice on the invoice and entry.

Commercial Shipments and the Commercial Invoice

For commercial shipments to the USA you need a complete commercial invoice in English (shipper and consignee names and addresses, the consignee's tax ID or EIN, product description, 10-digit HTS code, quantity, unit price, total value and currency, country of origin, Incoterms), a packing list and product-specific documents: the manufacturer identification code (MID) plus fibre, origin and care labels for textiles and apparel; FDA facility registration and Prior Notice for food and cosmetics; a Lacey Act declaration for wood and plant products; FCC compliance for electronics; and CPSC certification for children's products. CBP requires a "Made in Türkiye" country-of-origin marking on the goods themselves. On the Turkish side, shipments up to 300 kg and EUR 15,000 can be declared under the micro-export regime (ETGB), which speeds up the process and supports VAT refunds for e-exporters. For DDP shipments and U.S. customs clearance see https://www.dexpell.com/tr/media/blog/amerika-ya-ddp-gonderi and https://www.dexpell.com/tr/media/blog/amerika-gumrukleme-hizmeti (Turkish).

Document Shipments

Documents with no commercial value (contracts, tender files, original invoices, notarised papers, diplomas, consular documents) ship to the USA under document status and attract no duty. Putting a sample, USB stick, card or promotional item into a document envelope turns it into a parcel that, in the post-de-minimis environment, requires a full entry. Priority express gives the fastest results for documents; for documents addressed to institutions in New York, Washington or Houston, include the recipient's full name and internal department to speed up delivery.

Prohibited and Restricted Items

Items that cannot be sent to the USA by courier include firearms and parts, narcotics and psychotropic substances, counterfeit goods, ivory and products of species protected under CITES, cash and negotiable instruments, and hazardous materials. Restricted categories include meat and meat products, dairy, fresh fruit and vegetables and seeds, which are subject to USDA/APHIS controls and in practice cannot move by courier; food, supplements, cosmetics and medical products, which fall under FDA rules and Prior Notice; and alcohol and tobacco, which are subject to separate licensing and tax regimes. Devices with lithium batteries, aerosols and perfume require dangerous goods packaging and labelling for air transport. If you are unsure whether your product falls into one of these categories, ask in Dexpell.ai Chat before shipping.

What Information Is Needed to Ship from Turkey?

To quote and plan a U.S. shipment, the following is enough: collection city and postcode, destination city, state and ZIP code, number of pieces, length, width and height of each piece, gross weight, product description and HTS code if known, declared value and currency, ready date, and whether the consignee is a company or a private individual. For commercial shipments, confirming the consignee's tax ID, the origin marking on the goods and the delivery terms (DAP or DDP) in advance avoids losing days at customs.

Frequently Asked Questions

How long does courier shipping from Turkey to the USA take?

With non-stop flights from Istanbul to many U.S. cities, express shipments are usually delivered within a few business days, and documents and small parcels are the fastest group. Customs inspection, missing paperwork, remote states and peak periods can extend this, so the exact timeline is confirmed per shipment.

Are shipments under USD 800 still duty-free in the USA?

No. The de minimis exemption was suspended for all countries on 29 August 2025 and indefinitely suspended under CBP regulations effective 24 June 2026. Every shipment now enters with an HTS classification and declaration and pays the applicable duties regardless of value.

Are there additional tariffs on Turkish-origin goods in the USA?

Yes. Since 24 July 2026 an additional Section 301 duty of 10 to 12.5 percent applies to roughly 60 economies including Turkey, on top of the product's regular HTS rate. Section 232 tariffs also apply to goods containing steel, aluminium and copper; confirm the current rate before shipping.

Is duty charged on samples sent to the USA?

In the post-de-minimis environment samples are also subject to entry and duty. The U.S. tariff schedule allows duty-free entry for samples sent solely to solicit orders that are marked or mutilated so they cannot be sold, but this is subject to CBP's assessment and is not guaranteed.

What does the USD 2,500 threshold mean?

Shipments valued under USD 2,500 are processed as informal entries; above that value a formal entry, a customs bond and a licensed customs broker are required. Most courier shipments stay within the informal entry range.

Which items cannot be sent to the USA?

Weapons and parts, narcotics, counterfeit goods, ivory and CITES-protected species, cash and hazardous materials are prohibited. Meat, dairy, fresh produce and seeds and FDA-regulated products are heavily restricted, and lithium batteries, aerosols and perfume require special packaging.

Which documents are required for a commercial shipment?

A complete commercial invoice in English including the 10-digit HTS code and country of origin, a packing list and, depending on the product, the MID, FDA Prior Notice, a Lacey Act declaration or FCC/CPSC documents. A "Made in Türkiye" origin marking on the goods is mandatory.

Should I choose courier or air freight?

A few cartons, low total weight, a value under USD 2,500 and an urgent deadline point to courier; pallets, hundreds of kilos, a high invoice value or regular flows point to air freight. If you cannot decide, describe the dimensions, weight, product and value in Dexpell.ai Chat and we will recommend the right service.
